Abstrak: Perdebatan mengenai hubungan antara ribā dan bunga bank masih menjadi isu penting dalam diskursus ekonomi Islam. Meskipun ulama sepakat mengenai keharaman ribā, status bunga bank masih diperselisihkan. Artikel ini mengkaji pemahaman Dawam Rahardjo tentang ribā dan bunga bank dalam Ensiklopedi Al-Qur’an serta menempatkannya dalam perdebatan tersebut. Penelitian ini merupakan penelitian kepustakaan (library research) dengan metode deskriptif-analitis terhadap penafsiran Dawam mengenai ayat-ayat ribā dan argumentasi yang dibangunnya. Hasil penelitian menunjukkan bahwa Dawam memaknai ribā sebagai praktik ekonomi yang mengandung unsur eksploitasi, pemerasan, dan ketidakadilan, sehingga tidak dapat disamakan secara otomatis dengan bunga bank modern. Dalam menjelaskan ribā, ia mengaitkannya dengan sejarah praktik ribā dalam tradisi Islam, Kristen, Yahudi, dan Yunani, serta menekankan dimensi moral larangan ribā. Sementara itu, bunga bank dipandang sebagai bagian dari sistem ekonomi modern yang telah diatur melalui regulasi perbankan. Meskipun membedakan ribā dan bunga bank, Dawam tetap menawarkan Bank Syari’at Islam sebagai alternatif untuk menghindari kemungkinan praktik ribā. Artikel ini menyimpulkan bahwa pemikiran Dawam lebih menekankan substansi moral larangan ribā daripada aspek legal-formalnya.
Abstract: The debate over whether bank interest constitutes ribā remains a significant issue in contemporary Islamic economic discourse. While Muslim scholars generally agree on the prohibition of ribā, they continue to differ on the legal status of bank interest. This article examines Dawam Rahardjo’s interpretation of ribā and bank interest in Ensiklopedi Al-Qur’an and situates his views within this broader debate. Employing library research and a descriptive-analytical approach, the study analyzes Dawam’s interpretation of Qur’anic verses on ribā as well as the arguments underlying his perspective. The findings reveal that Dawam understands ribā primarily as an economic practice characterized by exploitation, coercion, and injustice. Consequently, he does not automatically equate modern bank interest with ribā. His discussion places the prohibition of ribā within a broader historical context, encompassing Islamic, Christian, Jewish, and Greek traditions, while emphasizing its moral and social dimensions. In contrast, bank interest is viewed as part of a regulated modern financial system that can prevent exploitative lending practices. Nevertheless, Dawam acknowledges Islamic banking as an alternative for those who regard bank interest as a form of ribā. This study concludes that Dawam’s interpretation prioritizes the moral substance of the prohibition of ribā over its formal legal dimension, leading him to distinguish between ribā and bank interest.
